It was a legitimate idea. Maybe not quite as thought out as it could be, but the concept was there; a public xp grinder is essentially what he's wanting.
The issue I see with the idea is that it's *too* convenient. I would imagine that a lot of players would be going in and stealing another player's xp, or afking forever in it, or fighting over it's use, to name a few things. I feel that a good xp grinder is one that is far enough away so as to prevent it being overcrowded, but convenient enough so that it's still accessible to people who regularly use it.
As for charging for use, I think it's both a good idea and a bad idea. Generally, people won't pay for something they can get elsewhere for free, and I know there are quite a few efficient grinders that are free to use. It does make it to where individuals who pay will find it more convenient, since they would be among the few players who can use it. This would mean the grinder would be more reliable to those people. However, the biggest issue would be people griefing in. With any privated structure, especially near spawn, areas that are privated are prone to be broken into.
Public xp grinders? Yes.
Pay to use? Possibly.
In or near Spawn? Bad idea.
Also, obligatory "no item spawning" mention. I may as well join the party on that one.
