In response to this idea as a whole, I feel that we should not completely rule out perma-bans. Yes, they should definitely be reserved for rare occasions, but there are cases where it's very clear that a player should be removed from the community entirely.
We've got to remember that some people grief for the sheer joy of it; E.G. Trolling. These kinds of people will continue to come back and wreak havok whenever they get a free moment. And with server IPs being able to be saved to the game window, it only makes it easier for them to store a list of servers, and come back whenever it will allow them to log in. It's as easy as *click* nope still banned, *click* still banned, *click* ooh, unbanned again, time to grief!
I agree with Zerg's intention of giving players short amounts of time to think about what the server is about. But I feel that making perma-bans nearly-taboo is going to lead to a carefree atmosphere, where players break what they want, when they want, free of any major consequences. There needs to be SOME sense of law and order, where a player knows, but does not constantly fear, being punished for being malicious. A player should know that if they constantly destroy other player's creations, they're not going to be allowed on the server for long. It's not a player's right to play on this server; it's a privilege. And abusing that privilege should warrant taking it away, whether it be for a short, or infinite amount of time.
This makes it fair to players who unintentionally grief out of massive frustration, whom wouldn't normally do so, to realize that the server isn't just a big padded room they can vent in. And it also controls the amount of repeat offenders, by having a "cutoff point" for being a downright destructive player just because they could get away with it.
