More anti-greif!

Repeaters and comparators are now considered greif if you change them w/o build permissions.

Added the vanilla /scoreboard command into the server. Hehe.

When I do /scoreboard, it just says, "You are not allowed to use that [command]" (I haven't tried it in a while so idk if it works for me (and I put 'command' in brackets because I don't remember if it said command or not)) :/

Scoreboard is only useable for Zerg. He's the only "op" on the server.
