It's not a huge rank. You really don't get any additional benefits from it, other than a name recolor. Just something to separate residents who have been here for a week from residents who have been here since last year. I understand the complaints about it being confusing, unnecessary, or dumb, because it essentially is just that. It's not particularly useful, it is confusing until you hear "1 year, 300+ hours" a couple times, and it's a little dumb. But I see no harm in it. Keeps people around, and gives them something to shoot for, even if they aren't quite up to the Vtn level yet.
