I personally dont like this whole "citizen" thing...
Mainly cause practically ALL servers use it.
Anyway, onto the actual topic, i think you get it when you play on kreatious for 1 year and have 300+ hours
BTW, i never see you online so i dont think you deserve it in the first place :/

you also have to have no absences from the server since zerg implemented "the Joe Blow returned after 8 days" :/
