Server Being Laggy?

Hi, been a week since this lag has been here. Am using the same kind of connection and tried logging on different computer shops on different areas... still the same lag. Suggestions? Or is the server undergoing some progress?

Chat takes about 3-4 minutes before it pops up. Mining items take the same time. Help.

Yeah today has been the worst of the server so far. It's really annoying and frustrating not being able to play because of unbearable lag. I think the server may just need to be restarted. I know lag could be coming from the new zombie chicken jockies with 1.7.4 - when the zombie despawns off the chicken the chicken stays there and lays eggs for mobs to pick up. If you can imagine literally hundreds of times this happening on the server, it means that hundreds of mods and entities are just sitting there not despawning.
