The "Caps rule" you describe is used to prevent people writing in capital letters (isn't that obvious). With that being said, the chat would look well, rather strange with people typing in all caps as well as all lowercase. It's more so a feature to promote cleanliness. As topic is almost a year old and no longer serves a purpose it has been moved to the appropriate section.
